Our job is also to spread the word as to why they never seem to change, instead of leaving it to everyone to unpack themselves. These latter "awakenings" almost never happen naturally, and without the aid of a brave friend.

Notice that Peter the Great, though, like Nixon, recognizing jews as “rogues and deceivers,” he couldn't resist bringing them in as confidants. Interesting that of the five that are listed, two were police big-shots, one being the head of the secret police!

Some things never seem to change.

Our job is to unpack why they never seem to change, so that we can make it change next time.

Here we already see a pattern developing. The nobility tend to favor the presence of jews while the peasants are the main source of resistance.

The nobility inherited various privileged industries that only they were allowed to practice, as a way to give them a source of income as the economic development changed the medieval ways of doing business. Rather than get their own hands dirty -- or perhaps they simply had more than they could do by themselves anyway --, it was nice to lease the right to someone else. The rent gave them their source of income. There would be resistance to leasing to the peasants for various reasons -- that would take the peasants off the land, and the peasants probably wouldn't have the education needed for non-agricultural business. Enter the jew: problem solved!

Likewise, the eternal connection of the jew to money made the financiers attractive to the courts.

Meanwhile, only a few rulers seemed to be able to subordinate their own self-interest to the best interest of their subjects. Czarina Elizabeth strikes me as a particularly praise-worthy exception in this regard.
